Our US Public Sector practice is in a high-growth phase. We are scaling our India-based delivery engine to match — and we are looking for a senior recruitment leader who can build, modernize, and run it.
About the Role:
This is a senior, hands-on leadership role for a recruitment professional who has spent years inside US IT staffing — specifically delivering against state, local, and federal government requisitions — and now wants to modernize a fast-growing public sector practice with AI, automation, and a sharper pipeline strategy. You will own US public sector recruitment delivery from India, working in the US time zone, partnering directly with the CEO on weekly cadence, and shaping how Dash hires for its 25+ state agency clients.
You will not just run requisitions. You will redesign how they get run — choosing the ATS and AI tools that fit, building reusable benches, automating low-value steps, and raising the quality bar on every candidate that goes to a client. You bring strong technology fundamentals (a real engineering or computer science degree, ideally from a recognized institute), genuine curiosity about where the staffing industry is heading, and the self-starter energy to turn a directive into a working system.
WHAT YOU'LL OWN
Public Sector Delivery (State, Local, Federal)
- Run end-to-end contingent and contract-to-hire delivery across state agencies, county and city IT offices, and federal engagements.
- Manage requisition intake, sourcing, submissions, interview coordination, offer, and onboarding through MSP/VMS platforms — Beeline, SAP Fieldglass, VectorVMS, PeopleFluent, Dotstaff, and state-specific portals (e.g., Workday Strategic Sourcing, NYS HBITS, CMS-style state vehicles).
- Own SLAs that matter: time-to-submit, submission-to-interview, interview-to-fill, fill rate, and 90-day attrition. Drive 95%+ fill rate on priority requisitions.
- Lead account-level QBRs with US client partners and translate scorecards into operational changes on the India delivery floor.
AI, Automation & Productivity
- Select, configure, and operate the modern recruitment tech stack: AI-first ATS platforms (CEIPAL, Bullhorn, sourcing intelligence (LinkedIn Recruiter), and outreach automation.
- Deploy AI for resume parsing, candidate-job match scoring, JD generation, screening note summarization, and interview transcription — with human-in-the-loop controls and clear audit trails.
- Build dashboards and reusable templates that cut recruiter admin time meaningfully (target: 30–40% reduction) so the team focuses on conversations, not data entry.
- Stay current on AI-in-hiring regulation at the US state level
Quality, Pipeline & Bench Strategy
- Run a structured QA/QC layer on every submission: technical fit, communication, location/clearance match, rate alignment, document compliance — before it touches a client portal.
- Lead candidate interview prep: behavioral coaching, client-specific briefings, mock technicals, and follow-up debriefs — so submitted candidates arrive ready, not hopeful.
- Build warm benches and named-talent pools for repeat skill profiles (Mainframe, Salesforce public sector, ServiceNow, AWS/Azure cloud architects, data engineering, QA automation, cybersecurity, AI/ML).
- Identify and incubate bench projects — investing in a small, pre-vetted cohort that can be deployed quickly when state requisitions drop.
Compliance, Visa & Documentation
- Own end-to-end compliance for public sector hiring: E-Verify, I-9, state-specific clearances and background checks.
- Manage the visa landscape with confidence
CEO Partnership & Strategy
- Work in a direct weekly cadence with the CEO — translating growth strategy into staffing OKRs, surfacing market signals from the recruiter floor, and helping shape pricing, capacity, and client portfolio decisions.
- Represent the India delivery engine in US client conversations when needed; comfortable presenting numbers, owning misses, and proposing fixes.
- Contribute to RFP responses, capability statements, and case studies for new state pursuits.
Team Leadership
- Build and mentor a high-performance recruiter pod— set standards for productivity, ethics, and client communication; invest in their careers.

WHAT YOU BRING
Must Have
- Education: Bachelor's in Computer Science, IT, Engineering, or related technology discipline from a strong institution (NITs, IITs, BITS, top state universities, or recognized engineering colleges). A real technology degree, not adjacent — you should be able to read a JD for a senior cloud architect and understand what the words mean.
- Experience: 8+ years in US IT staffing delivery, with at least 5 years dedicated to US public sector — state, local, county/city, and/or federal civilian. You've worked on multiple state vehicles end-to-end.
- Public Sector Depth: Direct working experience with state agencies (e.g., DOT, HHS, Revenue, Workforce, Judicial), county/city IT offices, or federal civilian programs (HHS, DoD-adjacent civilian, GSA schedules).
- Tooling: Hands-on with at least 2 modern ATS platforms and at least 2 VMS/MSP environments. You've shipped change in these systems — not just used them.
- AI Fluency: You actively use AI tools in your daily work — for sourcing, screening, writing, summarization. You can articulate what AI does well, where it fails, and how to keep humans in the loop.
- Communication: Fluent, professional American English — written and verbal — with the presence to engage US clients and the CEO directly.
- Ownership: Self-starter. Comfortable starting from a one-line directive from the CEO and returning with a working plan, the right tools, and a deadline.
Strong Plus / Differentiators
- Built or rolled out an automation playbook (Zapier, Make, custom GPT workflows) inside an ATS.
- Track record of training/mentoring recruiters into senior roles.
- Genuine curiosity about emerging tech trends — agentic AI, talent intelligence platforms, skills-based hiring, gov-tech modernization. You read, you experiment, you bring ideas back.
